Description:Parliamentarians executed King Charles I in 1649. England had no king and became a commonwealth with Oliver Cromwell as the Lord protector. After his death, King Charles II was restored to the throne. To help keep his throne Charles II passed the Corporations Act. It meant he could send special 'commissioners' to remove and appoint Corporation officials (people who ran the town council). In Newcastle in 1663, commissioners removed fourteen capital burgesses. They appointed twelve preferred men in their place. To make this official Charles granted a charter. A charter is a formal document granting rights given by a king or queen written by clerks in the royal chancery. This extract shows that the King must appoint the town clerk: ‘And the said Common Clerk of the Borough aforesaid now and for ever hereafter for the time being the Clerk of Ourself our heirs and successors to receive, write and enroll ’ Digitisation project supported by The National Lottery Heritage Fund.
